Gwen is a lady with fancy taste and high standards. In order to progress her quest Pretty on the Inside, you'll need to make sure to purchase all three available upgrades for her house. You can see all the upgrades by opening the Blueprint station Improve menu, then select Gwen's house and use the d-pad to move through all the upgrades.
After you purchase all three upgrades for Gwen's Villa, the quest should advance!
